WALC Annual Conference & AGM 2023

WALC’s first Annual Conference & AGM as a limited company takes place on 15th November 2023 at the stunning Town Hall in Stratford-upon-Avon. In addition to workshops running through the afternoon, there will be a large marketplace all focused on services and information for Town and Parish Councils open from 12.30pm until 6.00pm.  Afternoon refreshments and a buffet will be served.


We welcome Councillors, Clerks and Officers to attend our Annual Conference at a nominal cost of £10.00 per delegate. Committee volunteers are also welcome. Entry will include the marketplace, your choice of up to four workshops and afternoon refreshments.

A buffet will be served from 5.00 pm and the marketplace will remain open until 6.00pm. This is a wonderful opportunity for member Councils to gather information and network with peers and local authorities.


Following on from the Annual Conference, delegates are welcome to stay on for the Annual General Meeting.  We expect at least one delegate per member Council to attend as the nominated Voting Representative. Proceedings will commence promptly at 6.30pm.

Our guest speaker for the AGM is Councillor Marianne Overton MBE, Leader of the LGA Independent Group. Councillor Overton has been an elected councillor at five levels and a Director of Lincolnshire’s primary care trust. Last year, she attended COP27 as the Council of European Municipalities and Regions Spokesperson on the Environment, Local Government Association Vice Chairman, Lincolnshire County Council, and North Kesteven District Council. Free parking is available close by at Stratford-on-Avon District Council's Church Street Car Park.

Parking is available in the Stratford-on-Avon District Council Car Park in Church Street and the car park barriers will be raised from 11:30am on the day to allow access for delegate parking.

Welcome to Stratford-upon-Avon Town Hall, a most prestigious building right in the heart of this historic market town.

A packed marketplace will be open on arrival, with sector-related products and services.

Speak to Warwickshure Rural Community Council (WRCC) about their vital rural services: community transport, rural housing and Warm Hubs, as well as their new Meals on Wheels offer.

Warwickshire County Council Officers will also be present to answer questions on highways, wildflower areas, and their Food Champion programme. Their Natural Capital team will also be on hand.

The joint team from Stratford-on-Avon and Warwick District Councils' Local Climate Engagement Programme are showcasing a pop-up stand for rural communities. Rugby Borough Council are also on hand.

 

1.00 - 1.40pm

Workshops 1 & 1B

Delegates have a choice of two 40 minute workshops.

(1) Nimble - How Online Training Can Benefit Your Council

Hannah will start from the basics: what is eLearning, how can your clerks and councillors access it, and why is it worthwhile? She'll show practical examples of online training courses that local councils are using now, and the impact they can have – from ensuring compliance with legislation, to encouraging community members to engage with local government.

(1B) Leaves of Green - Developing community & cultural landscapes: A practical guide to designing and creating local nature reserves and facilities for ‘family get togethers’, walking, biodiversity habitat, mindfulness, dogs, and natural play. This talk is specifically for parish councils looking to enhance existing or newly purchased land.


This will be followed by a comfort break of 10 minutes before the next set of workshops.

1.50 - 2.30pm

Workshops 2 & 2B

Delegates have a choice of two 40 minute workshops.

(2) Utility Aid is the UK's largest energy broker for the not-for-profit sector.

This session will be an open discussion and will allow the opportunity to hear more about:

  • How our actions can affect the climate
  • How to reduce your energy bills
  • How to make your council more sustainable
  • Starting your journey to Net Zero and the small steps you can make today

(2B) Breakthrough Communications - Tools and approaches to engage effectively with our communities.

A review of the effective use of tools and techniques for fostering communication and engagement within communities. Explore how to enhance transparency, gather feedback,

build trust and empower councils to create stronger connections and community-driven decisions.

3.30 - 4.10pm

Workshops 3 & 3B

Delegates have a choice of two 40 minute workshops.

(3) DCK Accounting

This workshop will provide a general overview on budget setting (why, when, how and who), the requirement for and the responsibilities for Clerks and Councillors.

There will also be time for questions to be asked towards the end of the session.

(3B) Parkinson Partnership - Procurement for Town and Parish Councils

Steve Parkinson will talk about the legal requirements, thresholds, procedural requirements and the Contracts Finder website.


This will be followed by a comfort break of 10 minutes before the next set of workshops.

 

4.20 - 5.00pm

Workshops 4 & 4B

Delegates have a choice of two 40 minute workshops.

(4) Blachere Illuminations are global leaders in the provision of Eco Responsible Festive lighting. Katherine Brown will enlighten members on how they produce festive lighting from recycled plastic bottles.

(4B) Gallagher, formerly Came & Company

Cyber experts will accompany David Palmer and they will carry out a live attempted website hack which they will also do for others after the presentation.
