Community-Led Support Groups **Update 23/3/20**

Warwickshire County Council is committed to supporting our communities through the current COVID-19 pandemic, and has dedicated a section on the website to help us to do this:

I have been approached by some small councils asking about delegated powers as they haven't done this before.

The following items must not be delegated to the Clerk:-

  • levying or issuing a precept
  • borrowing money

Stratford-on-Avon District Council will remain open and operational during the on-going COVID-19 outbreak.

However, following the government’s guidance regarding social gatherings and events the following District Council services have been postponed:

NALC has created this page to provide local (parish and town) councils with information related to the coronavirus. It should not be used as a substitute for government advice, however, there are some practicalities specific to local councils where we hope this information will help you plan ahead and manage your risks. If you would like further advice and support on any of these topics for your local council then please contact John Crossling at WALC.

The overarching situation is very fluid at the moment and I must advise Councils to keep up to date with Government Guidance and follow their instructions.  WALC will inform members of significant changes in the guidance as soon as possible.  In the meantime this information about the day to day running of a parish Council and what can and can't be done.  When you read through these points if you find anything that you have not got in place you might consider putting it on the


WDC Report ­– A suspected arson attack at the Sea Scouts hut caused extensive damage and spread to the new recreation centre.  The hall roof needs to be repaired but the swimming pool and gym are still open

WDC Officers and a cross-party group of Councillors have developed ‘The Climate Emergency Action Programme’ that advocates strong local leadership and significant investment to change our future for the better.

NALC and the University of Plymouth (UoP) is currently undertaking ground-breaking research on dementia in local (parish and town) councils. Due to the unfortunate COVID-19 crisis and the additional pressures put on local councils, we have decided to extend the deadline to 31st May 2020.

NALC and UoP believe that England's 10,000 local councils play an important role within communities to offer solutions to help tackle dementia. The research will aim to find out precisely what local councils are doing

The Treasury has issued a policy consultation in which the Government is proposing to expand the dormant assets scheme. The government is proposing to expand the dormant assets scheme to include a wider tranche of otherwise idle assets which may be put to better use for good causes.

As the coronavirus (covid-19) situation develops, your organisation should be planning how best to keep your employees, volunteers, supporters and beneficiaries informed and protected.

To help, the NCVO have collated guidance on what steps you may need to take:

Action With Communities in Rural England (ACRE) needs your help with a crucial survey of meeting facilities for the community. It is only carried out every ten years.

Can you help them to collect responses by forwarding the link below to anyone in the parish responsible for running a community building. This could be anything from a village hall, community centre, sports pavilion, church hall, to a church providing community use, Miners Welfare Institute or WI hall.  It is important to us that



Friday 8 May 2020 is the 75th Anniversary of VE Day. This day has been designated as a Bank Holiday for the nation to remember the service and sacrifice made by so many during World War Two and pay tribute to those who have served and continue to serve in the Armed Forces.

In Warwickshire a range of organisations including local Councils, Fire and Rescue, the Police, the Probation Service, Health and Third Sector organisations work together to address community safety through the Safer Warwickshire Partnership Board. The Board aims to create safer communities and wants to understand what residents and businesses are currently concerned about in relation to community safety. 

The National Association of Local Councils (NALC) and the British Toilets Association (BTA) recently met and both organisations are committed to ending the toilet tax (the business rate levy) on public conveniences owned or run by local (parish and town) councils – once and for all.

Both organisations were sorely disappointed that the Non Domestic Rating (Public Lavatories) Bill did not make it past committee stage in the House of Lords in September last year due to the pro-rogation of


Local Electricity Bill

Power for People are asking support for the Local Electricity Bill. 124 Local Councils have already done this.

The benefits of this would be:

1. Local communities and businesses could buy their electricity from a local energy company.

National Association of Local Councils (NALC) has launched three new study tours across 2020/21 at three dynamic larger local (parish and town) councils.

Each study tour will centre around a theme that is relevant to the work of many larger councils.

WALC are pleased to announce that Finham Parish Council have been awarded Foundation Level in the Local Councils Award Scheme.

Visa launches scheme to enhance access to cash in rural areas

Visa has launched an industry-wide ‘access to cash’ scheme with its partner banks to encourage retailers to offer cashback.

Top prize is £1,000 to the village hall and £500 to the photographer. There are other prizes.

Farm Gate Poultry Farm – The Council had a presentation on proposals to redevelop and modernise Farm Gate Poultry on Five Ways Road. The proposals would significantly increase production and are to be presented to WDC Planning in the near future.
