9.30 am - 1.00 pm

This session is aimed at both Clerks and Councillors. While it is logical that Part One is taken before Part Two it is not essential as there is no overlap between the two courses

This session concentrates on Parish Councils and the law and how they operate through meetings

  • Who does what.
  • Skills a Councillor needs to develop
Includes Section 137 and General Power of Competence
  • Employment responsibilities of a Parish Council
Includes:- Agendas; Minutes; the Nolan Principles and the Code of Conduct; Pecuniary Interests; Recording of Meetings

The session will be led by Bill Robinson

Bill has been involved in local government for twenty five years and has been Clerk to Stockton Parish Council for the last fourteen years.   Prior to that he was a parish councillor. Bill has a degree in Local Policy from the University of Gloucestershire, which was developed specifically for Local Council Clerks and Councillors. He has experience of delivering training for councils all over the country on behalf of the University of Gloucestershire, and several County Associations. Having completed his degree course and a Masters degree whilst employed on a full-time basis at Marconi plc and acting as a Parish Clerk part-time, Bill understands the time constraints upon Parish and Town Clerks and Councillors.
