Bill has been involved in local government for twenty five years and has been Clerk to Stockton Parish Council for the last fourteen years. Prior to that he was a parish councillor.
Bill has a degree in Local Policy from the University of Gloucestershire, which was developed specifically for Local Council Clerks and Councillors. He has experience of delivering training for councils all over the country on behalf of the University of Gloucestershire, and several County Associations.
Having completed his degree course and a Masters degree whilst employed on a full-time basis at Marconi plc and acting as a Parish Clerk part-time, Bill understands the time constraints upon Parish and Town Clerks and Councillors.
